1. Who is required to complete the cost report? 
    • The Wyoming Department of Education (WDE) requires all in-state PRTFs, RTCs, and BOCES that serve WDE consumers to complete a cost report. Out-of-state providers are required to complete a cost report if they do not have a state-assigned rate.
    • Wyoming Medicaid requires all in-state and out-of-state PRTFs enrolled with the Medicaid program to complete a cost report if:
        1. ​The number of unduplicated clients served in the previous State Fiscal Year (i.e., July 1 to June 30) by the provider was at least five (5) Wyoming Medicaid clients - OR - 
        2. The total Wyoming Medicaid payments to the provider in the previous State Fiscal Year (i.e., July 1 to June 30) were at least $50,000. ​​
2. Once I submit the cost report, what happens next?
    • Guidehouse Consulting will review the cost report against the audited financials and last year's report for accuracy and consistency. If there are any follow-up questions, Guidehouse will reach out to the facility directly. Cost reports are reviewed multiple times and questions may be sent much later than the due date. 
3. What are the most common errors?
    • Most of the errors are in Schedules 1 and 3.
      • ​Schedule 1
        • ​A value of zero is not entered under "Non-allowable Costs," which is required for the allowable costs to flow through the worksheet. 
        • The "Allocation Method Used" field is left blank 
      • Schedule 3
        • The resident/education days are higher than utilized beds multiplied by the number of days the facility was reported open. 
        • There are costs associated with professional staff but no FTEs or contractors reported​.
