​​​​Purpose of the Project 


The State of Wyoming's Department of Health and Department of Education (Departments) conduct the annual study to collect cost information from Psychiatric Residential Treatment Facility (PRTF), Residential Treatment Center (RTC), and Board of Cooperative Education Services (BOCES) providers that deliver residential treatment services to Wyoming individuals under the age of 21. The study helps inform rate recommendations for these services for both the Wyoming Department of Health (WDH) and the Wyoming Department of Education (WDE). 


The Departments have partnered with Guidehouse Consulting​  to complete this cost study. The Departments have asked Guidehouse to provide potential payment rates founded on an aim of:

  1. Implement acceptable cost principles for the proposed rates
  2. Regulate costs for providing services to Wyoming consumers
  3. Design a tool to compare costs across providers and the rates currently paid by each Department 
  4. Create a payment methodology for each agency while acknowledging differences in services. ​
