Wyoming Behavioral Health Division Survey

Wyoming Cost and Wage Survey for Providers of Medicaid Waiver Developmental Disability Services

The Wyoming Department of Health (WDH), Behavioral Health Division (BHD), is conducting a survey of provider costs and wages to support the rate rebasing study for developmental disability services provided under the State's Comprehensive, Supports and Acquired Brain Injury (ABI) waivers.  This study is being conducted to (1) develop rebased rates for waiver services, and (2) assess the funding of these services during the 2018 State Legislative Session. 

Completion of this survey is your opportunity to provide important information to BHD and the State Legislature regarding provider costs and wages.  A strong provider response is critical to the development of rate assumptions and values for these important services.

Please note that there are different versions of the survey available to accommodate the various types of agencies (i.e., large providers, small providers and those who provide case management services only).  WDH has contracted with Navigant Consulting to conduct the rate rebasing study.

Where do I get a copy of the survey and instructions?

BHD has emailed all providers the relevant survey and instructions via email.  You may also download a copy of the appropriate survey/instructions from this website. The survey and instructions can be found under the 'Survey and Instructions' tab located on the left side of the page. In this page, you will find survey and instructions according to provider type. From the chart, please select the survey and instructions that best describes your organization.

Will trainings be available to guide providers through the survey?

Yes, see the below table for a listing of training dates and times by survey type.  Providers can attend all trainings via conference call with a WebEx option; the September 12th training will be held on-site in Cheyenne. The links to the WebEx trainings are posted in the table below next to its correspoding training date. Space in the on-site training is limited. If you would like to attend the on-site training, which will be held at the CenturyLink Building, 6101 Yellowstone Rd, Cheyenne, Wyoming, please contact Shirley Pratt to reserve a space (shirley.pratt@wyo.gov or 307-777-2525).

How is BHD incorporating stakeholder feedback in the rate rebasing study beyond this survey process?

This rate rebasing study incorporates stakeholder feedback through two important groups:

    • The Steering Committee will review and vote on the final rate basing assumptions and other decisions prior to legislative consideration.  Committee members include provider, consumer, State agency and legislative representatives.
    •  The Provider Rate Rebasing Team will provide input on the entire rate rebasing project (including survey and rate component development).  Team members reflect a range of waiver providers including case managers.

BHD is collecting additional feedback via two focus groups, one on August 15th for small providers to review the wage survey and another on September 12th for case managers to provide feedback on billable and non-billable time related to case management services.  Please contact Shirley Pratt from BHD at shirley.pratt@wyo.gov or 307-777-2525 if you would like to be part of the September 12th focus group.
